A reinforce mission allows you to target a friendly fleet, and merge your fleet into theirs. This will give them complete control of your ships, and they can be returned to you by disbanding the fleet. At this time the ships can be accessed through the "Ungrouped Vessels" at the bottom of the fleet menu.

You can only reinforce friendly fleets and only if the owner has set the order to accept reinforcements.
