The starlog is your central hub for all communications. Even if you have notifications enabled, they all lead to your starlog.

The starlog receives messages from other rulers, including diplomatic cables or technology disclosures, and information from your advisors whenever there is an event requiring your attention.

There is a separate "Send Dispatch" interface for when you're not directly responding to a starlog message.
