The tech level of a technology is an approximation of how advanced it is. The name of the new invention will show the tech level in its name as TL-[LEVEL]. The second number after that is an abstraction of its size.

Tech level does not necessarily reflect the quality of the item. While more advanced blueprints will have better properties overall, oftentimes their relation to each other is an important factor people look for.
