Able crew are colonists capable of manning your * Ships ships. Their numbers are determined by education. Their ranks are replenished very slowly, as such it may not be possible to crew a large fleet at a small military colony.

While mothballed ships will be deployed to defend your colony when under attack, this is also limited by able crew available for the task.
