A confederacy is an empire which focuses on military cooperation. This can be for mutual protection or to enhance the effectiveness of offensives. Their most powerful ability are shared fleets, enabling detailed control of their forces around the clock.


Fledgling: Has no bonus.

Developing: Members may allow shared empire access of their fleets. Some orders, e.g. self destruct, remain limited to the owner.

Established: Colonies of empire members on the same planet will provide additional civil defenses in case of an attack.
