An empire is a coalition of like-minded individuals who work together. Being involved in an empire has its benefits and downfalls. You can get blueprints and exploration data from your empire mates, should they choose to share it, and various other key sensor net data that requires coordination skill. However, being in an empire you are expected to stand with your empire so if war is declared on your empire you WILL get attacked just because you are in the empire.
To create an empire and be the leader, have someone send an Allegiance Request to you. Once you accept the request, an empire is formed. There will be a new link on the top menu called Empire Info where you can view your empire's member listing and charter information. You will also notice that a new forum has been created. Use it to plot your nefarious plans!
You can join an empire through the appropriate link the in the relations menu.
When you first start playing, in the main menu there is a link to "Join Empire". Once you have joined an empire, that link is replaced with "Empire Info". There you will find information about the members of your empire, how many credits your empire has, and what is being done with those credits. If you have a job in your empire, like diplomat or banker, you can find other things to do in the empire info section.
You can leave your empire in this section as well.
The leader of an empire decides which type of Empire it will become. Each type has it's own style of doing things and attracts players who play the game in a similar way.

Empire levels depend on how long the empire has declared.
There are 4 levels that occur in intervals, after an initial setup period when changing empire types.
Setting up - Level 0 - 3.5 days
Fledgling Empire - Level 1 - 3.5 days-1 week
Developing Empire - Level 2 - 1-2 weeks
Thriving Empire - Level 3 - 2-3 weeks
Established Empire - Level 4 - 3+ weeks
The Empire bank is a private account(s) set up to store and distribute money with an empires funds. The empire leader can designate bankers through the Empire Management console. Bankers are allowed to create accounts, send money, and close accounts. All empire members can donate to an account, but only the Leader of the empire can mess with the tax settings.
Direct Deposit is putting the money you gain from your empire's taxes directly into an account. This can only be set up by the leader.
Bankers: Bankers are people that the empire leader gives access to distribute money from the bank accounts.
Income This Tick: How much total taxes you got from the last ticks collections.
Total Taxes: The total amount you've taken in over the course of the game.
Round Total: Round total can be reset by the leader whenever he feels like it. This is to give players a settable gauge to measure by... say they have a goal to raise 100 million, or something. they can reset the round total and it will start counting up from 0.
The Empire Management screen is only available to the Empire Leader. This page has a few options.
The first option is to change the Empire Type. Underneath the type is the date which you switched over to your current type. This plays an important role, because it takes a full real-life month for an empire to reach Level 4 status, and use be able to use the abilities that that offers.
The second option available is the Empire Charter. This is a summary of your empire, or a funny picture, or whatever. This is where you tell the world what your empire is about. Forums Code is accepted in this box.
After that stuff, there are options for the leader to modify the settings for each individual player. You'll see the player's name, and then a box for "Position." This does not matter at all, and it is defaulted to member. This is just for fun or organization, and does not have any in-game benefits or drawbacks.
The Banker box lets the user manage the money in the Empire Bank screen. They can distribute money and create/close accounts, but they cannot manipulate the taxes; that is for empire leaders only.
The Ambassador box lets the user use the Empire Diplomacy page to declare war, or defense/peace treaties.
The Recruiter box allows a player to open/close recruitment status, and to change the signing bonus. They can also accept/reject applications into the empire. Everybody can accept an allegiance request, it is on the to-do list of things to change.
The "Ability" box allows the user to gain the abilities of the empire he is in according to the empire type.
You can only change one user at a time by filling in all the boxes, and then hitting the change under the management column on their player row. You can also kick them out of the empire, or make them the leader from this column as well.
At the very bottom there is the disband empire button. This is dangerous and nobody should use it, EVER! It takes you through a series of questions, forcing you to put up with annoying buttons, so that there are no accidental disbanding of empires.
