Factions are groups of players. Each player gets to choose which faction they start play in, though your faction can change during game. Usually each faction will have a number of empires in it, though empire membership can be cross-faction.

There are four types of faction positions: President, Vice President, advisor and banker. Each faction has one president, one VP, three advisors and one banker. The first three types are voted into power by members of the faction. The banker is appointed by the President.
Each elected official can vote to outcast a member of the faction, with the president receiving 3 votes, the VP 2, and each advisor getting 1 vote. If a member receives 5 votes they are removed from their current faction and placed into the Outcasts. For example, if the President and two advisors vote to outcast
someone, they will have five effective votes against them and they will be outcast.
It only takes 4 votes to remove an elected official, since it is assumed they would not vote to outcast themselves. Note that no player can be outcast without the support of either the President or VP.
